In a city that is drowning in debt and can barely function at a basic level maintaining parks, streets and public spaces like community centers, spending $20 million on this thing is hard to fathom. The complexity of the mechanism and the fragile materials invite breakage and vandalism, which will only add to the cost. I am quite sure that the fate of this frivolous organograph and most other much more essential city services eventually will be decided in bankruptcy court. Let's hope the bankruptcy judge is wiser than those running this city for the past several decades.
